The aim of the project is to monitor expenditures of suppliers delivering medicaments and instruments and quality of them, analyse disclosure of information, ethics and quality during categorization of medicaments and instruments and, simoultaneosly, analyse donors sponsoring foundations and NGOs in health sector.
Between 2010 and 2012, TIS is a partner of the European National Integrity Systems (NIS) Project which is financed by the European Commission. The NIS assessment offers an evaluation of the legal basis and the actual performance of institutions relevant to the overall anti-corruption system in a country. When these governance institutions function properly, they constitute a healthy and robust National Integrity System, one that is effective in combating corruption. The overall project includes a comparative research in 23 European countries.
The purpose of the project is to provide regular feedback to central, regional and local governments introducing transparency measures and to monitor their progress in this respect, hence creating pressure on policymakers to follow up on their plans and election promises. Also, to encourage wide public in monitoring public contracts by creating a centralized portal enabling scanning contracts for fraud or irregularities and to help shape the debate on transparency and public control of state- and municipality-owned enterprises. The research would include best practices as well as creating rankings/analyses of how well the state-owned companies fulfill the transparency criteria.
Top 100 Cities Transparency Ranking is another activitiy of this project. This ranking follows the first ever ranking of 100 largest municipalities in Slovakia on over hundred transparency criteria launched in 2010. Now we plan to measure the 2-year progress, essentially producing a feedback on the work of mayors half-way through their mandate. To spread the good practice, we will produce an on-line course (e-learning) that would provide mayors/city officials but also local activists with guidance about how to produce and implement/advocate anti-corruption policies at the local level.
TIS together with Czech project partner, Oživení, are working on the project focused on increasing transparency and effectiveness of public procurement and reducing the risk of corruption in Slovakia and Czech republic by creating anti-corruption business platform, changing the method of public procurement and increasing the quality of state oversight of public procurement.
